MassDOT releases Draft FY27-31 Capital Investment Plan, $20.5 billion in investments
The Massachusetts Department of Transportation (MassDOT) has released the Draft fiscal year (FY) FY27-31 Capital Investment Plan (CIP). The 21-day public comment period will end on June 10, 2026.
The CIP guides how the Commonwealth prioritizes and funds local and statewide transportation projects, and determines funding for infrastructure including railroad, transit, accessibility upgrades, roadway and bridge improvements, municipal projects, and for the needs of Regional Transit Authorities (RTAs).
The plan describes both projects and programs for improving transportation throughout Massachusetts, including local aid programs that support municipalities, regional transit authorities, and other entities. This plan is updated annually, and outlines planned investments for the next five years. The FY27-31 CIP includes $20.5 billion in investments across modes and transportation networks.
This CIP funds the planning, construction, and capital improvements to the transportation system over FY2027-31. The CIP includes investments advanced by MassDOT’s Highway, Rail and Transit, and Aeronautics Divisions, the Registry of Motor Vehicles, Information Technology, and other Planning and Enterprise Services. It also includes Commonwealth-funded investments for the Massachusetts Bay Transportation Authority (MBTA).
