Berkshire Regional Transit Authority launches RFP for ITS, due date Sep. 16

The Berkshire Regional Transit Authority (BRTA) is soliciting proposals from qualified transportation providers to supply install and support Intelligent Transportation Systems (ITS). Any contract awarded under this RFP is subject to finance assistance contracts between BRTA and the U.S. Department of Transportation (US DOT), Federal Transit Administration (FTA), and/or the Massachusetts Department of Transportation (MassDOT). The contract will therefore be subject to the regulations of both FTA and MassDOT.
In accordance with the current FTA guidelines, the selected Vendor will provide ITS commencing November 1, 2026, for a term of three (3) years, ending October 31, 2029, at the discretion of the Administrator. Additionally, there is a possibility of two (2) one-year extensions to October 31, 2031, again at the discretion of the Administrator.

October 8, 2026 - Final Selection
October 13, 2026 - Notice to Proceed sent
October 28, 2026 - Contract signed and work begins
The Berkshire Regional Transit Authority (BRTA) oversees and coordinates fixed route paratransit coach and micro-transit transportation services in Berkshire County, Massachusetts.
A total of 30 Berkshire cities and towns are members of BRTA, with fixed route bus service provided in 12 communities. Paratransit transportation is provided in 30 communities. Senior Rural micro-transit is provided in 17 communities.
The BRTA seeks to obtain intelligent transportation software and equipment to operate its fixed route, coach and on-demand services. The Contractor will provide ITS systems including:
- Computer Aided Dispatch/ Automated Vehicle Locator system
- Mobile application and desktop software features
- Mobile Data Interface for Operators All Services
- Station and Information Services
- Automated Voice Annunciators (AVA)
- Automatic Passenger Counters (APC)
- On Demand/ Paratransit Software
- Training and Customer Service Support
- Operations and Maintenance reporting module
- Warranty
