The signing of the Amended and Restated (A&R) Agreement between Kiewit Shea Traylor (KST) and Santa Clara Valley Transportation Authority (VTA) Bay Area Rapid Transit (BART) Silicon Valley Phase II (BSVII) marks a significant milestone that reflects the strength of the working relationship, months of collaboration, and the team's shared commitment to delivering this transformative project. The A&R Agreement for Contract Package 2, which includes the tunnel scope, brings the project contract into one comprehensive document that reflects the project's current status. It provides a clear contractual framework for the work ahead and reinforces the project's continued momentum as construction advances.
Importantly, the agreement locks in a target price while keeping this critical work moving in a challenging heavy construction market. It reflects a balanced approach, exercising appropriate caution while maintaining the boldness needed to advance a project of this importance. The agreement also reflects the parties’ efforts to identify opportunities for significant savings, helping deliver greater value while maintaining momentum on the work ahead.
The signing brought representatives from KST and BSVII together to recognize not only an important milestone, but also the dedication, teamwork, and collaboration that made it possible. Months of coordination, planning, and negotiation culminated in an agreement that reflects the commitment of both teams to moving the project forward with confidence and a shared vision for success.
While the signatures mark the completion of one chapter, they also signal the beginning of the next. With a unified agreement in place, the team can continue focusing on what matters most: safely and efficiently delivering one of the Bay Area's most significant transportation infrastructure projects while maintaining the working relationship that has brought the project to this point.
The BSVII Project is Santa Clara County’s largest public infrastructure project. The project is a six-mile extension of the regional BART system from Berryessa/North San José Station to the City of Santa Clara. With four stations, the project will serve 55,000 weekday riders, providing a fast and convenient transit option and improving connections to other regional transit services.
VTA is reimagining how urban transit projects are constructed with the single bore tunneling concept, the first of its kind in the United States.
